Best Practice in Managing Housing Programmes

Managing large programmes using contractors under framework contracts places particular demands on the organisations managing the contracts and the systems needed to support them. In addition, the Audit Commission needs to ensure that the money is being spent wisely and the processes are auditable.

Typically, the experts used to advise on setting-up the contracts and structuring the business work independently of the organisations providing the key business systems. Delcam has implemented its programme management and collaboration system in many leading housing organisations to help manage their Decent Homes and other Capital Works programmes and in doing so, has met a wide range of different requirements using a variety of different approaches. However, it has become clear that standardising the way the system is implemented will reduce the complexity, cost and implementation time.

But, as a software developer, it is not Delcam’s role to say what is ‘best practice’ across it’s customer base, so we have invited Turner and Townsend, who specialise in consultancy for programme management, project management, cost management, project controls, business performance improvement and change management to work with us to reach a consensus on best practice. We will also be consulting our existing users to obtain their input and feedback.

Turner and Townsend has helped many housing organisations establish or improve their business models and is ideally placed to provide the informed management consultancy to complement Delcam’s system and implementation experience.

In the seminar, we will put forward our joint view of best practice in a range of business processes from setting up the contracts to managing variations and payments, and explain what the supporting systems need to do to support this. We will also provide case studies from a number of relevant organisations that we have worked with over recent years to illustrate the approach.

Registrations for these events are being taken now. Attendance is free for delegates from Local Authorities, ALMOs and RSLs. Over 100 delegates from housing organisations attended the seminars held in 2008.
